Kirk Flashner started his career in the late 1980’s as a Special Agent for the US Department of Treasury’s Bureau of Alcohol, Tobacco, and Firearms in Detroit, Michigan, working primarily on illegal weapons sales and explosives investigations.

From 1991 to the mid 2014, Mr. Flashner served as a Special Agent and a Senior Special Agent for the US Department of Commerce, Bureau of Industry and Security, Office of Export Enforcement (OEE).  While with OEE, he served first as a field agent in the Los Angeles Field Office, and later in the Washington DC Field Office.  During his career, he conducted hundreds of criminal investigations related to export control violations, and regularly collaborated with other federal law enforcement and regulatory agencies.

During his time with OEE, he also did two tours of duty at OEE Headquarters in Washington, DC. Working as a Field Liaison Officer, along with other duties, he reviewed hundreds of nationwide field office investigative reports and recommended appropriate administrative prosecutorial actions to the OEE Director.  Mr. Flashner also served as OEE’s Acting Assistant Director for Investigations (ADI) for more than one year, managing all of OEE Field Office operations, Special Agents-in-Charge, Field Office Special Agents and staff.  While Acting ADI, he contributed as a member of Export Enforcement’s Administrative Case Review Board, he made recommendations on administrative penalties for export control violations.  He was OEE’s National Voluntary Self-Disclosure Unit Chief, where he reviewed, assessed, assigned and investigated Voluntary Self Disclosures submitted by exporters for field investigation. Mr. Flashner was OEE’s representative to the Department of Defense, and he also managed the OEE’s national Chemical Weapons Convention Regulations and Fastener Quality Act programs.

While with OEE, Mr. Flashner also conducted extended field assessments in India and the United Arab Emirates to validate the placement of Export Control Officers on the US Embassy staff in both countries besides doing pre-license checks and port-shipment verifications in several other countries.

After retiring from OEE in 2014, he spent the next four years as a federal contractor working on intelligence and information technology issues.
